Think of all the information that exists.
If you were to sort it all into these four quadrants, there would be some information in each one. Any set of information can be sorted this way.
The top left quadrant is the best. You have the information you need.
The top right quadrant is also good. You have information but don't need it right now.
The bottom left quadrant requires effort. You know what information you need to acquire.
The bottom right quadrant is unique. You don't have this information and don't need it. In fact, almost all the information that exists belongs to this quadrant!

Now think of a goal you have.
To have all the information you need to achieve your goal do you need to move all the information to the top left quadrant? Nope.
All that needs to happen is for the bottom left quadrant to be empty.

That's accomplished by first determining what information is required and then acquiring it.
